CHILD SPONSORSHIP PROGRAMME
BSSK continued to conduct the Child Sponsorship Programme started in 1989 supported by Children International (CI) Kansas City, USA, through SAHAY, Kolkata.
The aim of the Programme is to developing an environment for the growth of a "Healthy Educated Self-Reliant Youth". Although poor children and youth are the main focus in the Programme, the families are being assisted socially and economically. There are 1257 sponsored children in the programme as on 31 March 2010. |

Daily Homoeopathy Charitable Clinic was conducted at Baikunthapur Sishu Seva Kendra by B.H.M.S. doctor from Monday to Saturday from 10.30 a.m. to 5.30 p.m.
We conducted two Outreach Charitable Homoeo Clinics at the house of Tapan Naiya (3 days in a week) and Nagenabad Sanibar Bazar (2 days in a week) by a D.H.M.S. doctor

The allopathy clinic is used as a referral unit of Homoeopathy clinic. Weekly allopath clinic is running at Baikunthapur Sishu Seva Kendra on Tuesday and Wednesday. We are running weekly allopathy clinic by an M.B.B.S. doctor. We have referred patients to the specialists and govt. hospitals from our allopath clinic as and when required.

Hygiene & Health Education Activities
We provided 2880 packets of sanitary napkins for 433 school going girls, among which were 238 sponsored girls, for better menstrual hygiene. The youth group supervises the distribution. These girls are made aware about menstrual hygiene.

Sometimes some sponsors send some special donations to his/her adopted children for special clothing's, essential beddings, furniture, kitchen utensils etc. also send some fund towards construction/improvement of shelter of sponsored families. YOUTH GROUP ACTIVITIES
52 Youth Groups were organized with the help of teenagers. The objective of the groups is to create self-reliant youth and to improve leadership skills among them. Youth group members received training to increase their skill and knowledge as follows:

LIVELIHOOD FOR SPONSORED MOTHERS
We provided food and grocery items for five sponsored families for nine months. These families were selected on the basis of the number of family members and monthly income
ii) TRICKLE-UP PROGRAMME OF U.S.A. THROUGH TRICKLE-UP, KOLKATA
| The Trickle-Up Programme was started in 2008 continued with hundred poor families at Bhubaneswari village of Gurguria-Bhubaneswari Gram Panchayat.

Objectives of the programme are as follows:
To organize & empower neglected poor women specially widows through
SHG groups. To insist the groups to create savings for every group members.
To provide micro-credit system among the group members from their savings.
To provide capacity building of poor group mothers by various training suitable for them.
To provide small IGP support to selected mother to enhance their family income substantially.
To linkage the group with Banks to avail loan, subsidy and other facilities for extension of business for group members.
To increase the respect of neglected women in their families.
To lead the group members to self-sufficiency by increasing their family income gradually.

A grant of Rs. 4,400/- was provided to each beneficiary as livelihood support. Through this support the income of the women has increased substantially. These women, as members of SHGs, have saved Rs. 30/- per month from their own income. Now they are receiving micro credit from their own SHG fund to increase their business. Respect for the women in their families has increased.

iii) RAIN WATER HARVESTING THROUGH LAND SHAPING SCHEME OF SUNDARBAN DEVELOPMENT BOARD, GOVERNMENT OF WEST BENGAL
| Our society has been selected by Sundarban Development Board for execution of "Rain Water Harvesting through land shaping scheme" in 2008.

Objectives of the programme are as follows:
To preserve surface water as well as excess rain water through pond excavation.
To develop low land to a proper height for purpose of crop production in multiple way.
To increase production of Paddy.
To increase production of vegetable as well as fruits.
To increase production offish by proper pisciculture in newly excavated land.
To convert monocrop land into multicrop land.
To improve socio-economic condition of poor farmers by enhancing their income in multiple way through the scheme.
We have extended our activities under the scheme in Patharpratima, Mathurapur I & II beside our Kultali block.

After Aila we conducted a dewatering exercise in Maipith Baikunthapur and Gurguria Bhubaneswari GP by removing saline water from 1048 ponds.
iv) Alternative Livelihood Programme funded by WWF India, Sundarban Programme Office
To preserve surface water as well as excess rain water through pond excavation.
To reduce poor families dependency on forests and rivers.
To create awareness about conservation of nature as well as preservation of
Biodiversity of Sundarban area.
To arrange alternative livelihood for nature dependant poor families.
To insist people/groups for mangrove/tree plantation suitable for the area.
To create better environment in Sundarban areas.
To prevent unwilling clash people with wild animals.
To organize poor people through SHGs.
To provide capacity building of SHG members regarding their alternative livelihood IGP support.
To guide and assist the SHG group members socio economic self sufficiency.
We selected Nagenabad and Kishorimohanpur villages for WWF programme because more than 60% of families in these villages depend on the surrounding rivers and local forests of Sundarban for their livelihood. They collect wood from the Sundarban forests and catch fish, crabs, shrimp seeds from nearby rivers. During the year we provided alternative livelihood support for 36 families of Kishorimohanpur village. We organized 6 SHGs at Kishorimohanpur village and provided the members the necessary training for the functioning of these SHGs.

As part of the programme till now, we have provided Rs 6,000/- to Rs 16,000/- for alternative livelihood option for 98 families.
V) ANTI TRAFFICKING PROGRAMME OF SAVE THE CHILDREN-BRB THROUGH CINI
 Kultali is a trafficking zone for adolescent girls.
Poor adolescent girls are being trafficked from here to Kolkata and other cities to work as domestic help. These girls are forced to leave school due to poverty. We are trying to create a trafficking free zone on our island.
We opened two new Bridge Course centers at Gurguria Bhubaneswari GP to prevent trafficking of school drop out girls at Uttar Debipur and Maddhya Gurguria villages. This brings the number of bridge course centers run by us on the island to six.
We successfully brought back 33 working adolescent girls from Kolkata. They have been admitted to our bridge course schools. We also admitted 158 school drops out girls, who were vulnerable to being trafficked to our bridge course schools.
After completion of one year's education in bridge course centres 41 students will be mainstreamed into formal schools. 45 adolescent girls have received vocational training in tailoring. We have set up anti-trafficking committees at
Maipith Baikunthapur and Gurguria Bhubaneswari GPs to prevent trafficking of adolescent girls from Maipith Island. We are conducting a mass campaign in the community to prevent trafficking. The parents, school going children, teachers,
Panchayet members,political leaders, local ICDS and ANM staff played a vital role in preventing trafficking as well as in the implementation of the project. A "Sishu Mela" was organized for the bridge course centre girls and community children
to demonstrate their talents in recitation, dance, music, drama, sports and games, drawing etc. The adolescent girls celebrated the day very cheerfully.

vi) "STRENGTHENING MAINSTREAM LOCAL INSTITUTIONS" FUNDED BY SIR DORABJI TATA TRUST
Objectives of the project are as below:

To create awareness among the people including the members of mainstream local institution (MLIs) regarding their role and responsibilities. The MLIs are Gram Unnayan Samity (GUS), Village Education Committees (VEC) ,Sishu Siksha Kendra Management committee(SSKMC), ICDS Management Committee (ICDSMC) and Sub Health Centre Committee (SHCC) at sub-Gram Panchayat level.
To create demand by the people for the better governance and overall development.
To capacitate mainstream local institutions (MLIs) through trainings, meetings, seminars exposure trip, etc. to become more effective.
To establish effective linkage between MLIs and their counterpart institutions at GP and Block level so that necessary supports and resources flow to them.

Project activities
Base line survey: We conducted a baseline survey of these MLIs to know their present status and condition. The baseline report reflects the gaps in formation, and activities of the said MLIs. This helped us to design a clear activity plan for us for one year and more to plug the gaps of these committees. The critical gaps found were
1) Non formation of the committee
2) Lack of awareness of the committee members about their roles and responsibilities,
3) Lack of knowledge of ordinary citizen about these committees and their purposes,
4) Coterie formation within the committees,
5) Lack of interest of the main executive functionary about functioning of the committees,
6) Lack of any clear direction, etc. The baseline provided us with clear data of all these committees on these issues, and we could rank them on merit.

Exposure trip: In order to gain first hand knowledge of how a CSO can work with Gram Panchayats and its various sub Panchayat level MLIs, we conducted an exposure visit to Loka Kalyan Parishad, Bolpur to understand how they worked with Panchayats for nearly 10 years. We took the GP functionaries and local political leaders with us.
This provided us the first set of clues as to how to engage with GPs and its MLIs, particularly the GUS. Next we wanted to show the committee members how and what the good MLIs are doing and so had arranged two exposure trips for four days for our eleven SDTT staff along with 32 VEC to Swanirvar, Baduria, 24 Pgs (N) from 9th to 12th September 2009 for 11 VEC members and 4 teachers for Gurguria Bhubaneswari GP.
We had arranged a second exposure from 8th to 11th November 2009 for 10 VEC members and 8 teachers for Maipith Baikunthapur GP to Swarnirvar. This helped them to understand what a good VEC can do and generated a lot of interest among them to do accordingly. Similar exposure trips were done again to Kalchini, in North Bengal to know how the various MLIs are acting together.

AWARENESS: During the year we conducted regular awareness meetings with the five MLIs. We have used lectures, posters, leaflets, banners, display of flex, along with LCD shows for better management of MLIs, to increase participation of community people in MLIs, to make people aware about various Government facilities/schemes/benefits and to avail the benefits of the schemes to the poor common people. We have also conducted LCD shows on a regular basis with our five MLIs meetings for better awareness and information to mass people. MLI Conference: We conducted a one day MLI conference of Maipith Baikunthapur GP on 30th Jan 2010 and Gurguria Bhubaneswari GP on 31stJanuary 2010. Panchayat experts like Dr. Sujit Sinha and Health Expert Dilip Banerjee (Officer on Special Duty, Public Health Cell, Panchayat & Rural Development Department, Government of West Bengal) were present. Attendance of members of Maipith Baikunthapur GP was almost 90% and at Gurguria Bhubaneswari GP was almost 100%. The members present expressed their views on what was needed to make the MLIs effective. It was a platform for them to express their views, their satisfaction, their unhappiness and their demands. The conference was quite successful in terms of participation, frank exchange of views, and determining future directions. We utilized the conference to take stock of the incoming participant's views on several matters through a simple questionnaire survey. The report has helped BSSK to disseminate information across various stakeholders.

FUND SUPPORT TO MLIs We transferred Rs.600,000/- to each GP for use of MLIs according to their plan and budget. We transferred the fund for 4 MLIs, excluding the ICDS committee. We are unable to form ICDS committee at the two GPs. The MLIs have started work according to their plan. All MLIs members are participating in the implementation process. For all the above construction activities the concerned committees have provided matching grants.
New initiative by SSK committee: This year the SSK committee of Maipith Baikunthapur and Gurguria Bhubaneswari GP has started annual sports for SSK children with the active support of BSSK. One day events were successfully organized by the SSK Committee which provided cost of food and other materials.

Enrichment training for staff We arranged a series of staff training to define their role and responsibilities in this innovative project. Issues that were covered were: How to deal with Panchayat leaders, staff and MLIs members? How to strengthen the MLIs? How to make the MLIs more active. Linkage with Government offices and other NGOs: During the year we created a good linkage with Government offices like B.D.O Kultali, B.M.O.H-Kultali, School Inspector-Kultali, Block Sabhapati-Kultali, Zila Parishad-South 24 Parganas, District Public Health department-24 Parganas (S), State Public Health department, West Bengal, State Panchayat Department, C.M.O.H 24 Pgs (S), Sundarban Development Board, Govt. of West Bengal, etc for successful implementation of the project. Beside Government offices we have also set up a good linkage with some NGOs as Lok Kalyan Parishad,Kolkata and other branches, Swanirvar, Baduria, Child In Need Institute, Pailan, WWF-West Bengal State Office and Sundarban Project Office, Trickle Up-Kolkata, SAHAY, Kolkata, Save The Children (SCF),Kolkata, etc for better planning, successful implementation and better monitoring of the project.

The project is encouraging citizens to attend Gram Sabha meetings through regular public announcements, film shows and street-side meetings.
They are making people aware about the functions of the MLIs through banners and hoardings which have been put up in strategic places like the Panchayat office, Health Centre etc.

Changes that have occurred due to the project intervention:
The MLI Conference was very well attended. Local people from all walks of life like fisherfolk, farmers, school teachers, SHG workers, ICDS workers, government officials participated.
A good rapport has been built between the Gram Panchayat functionaries and line staff and BSSK.

Challenge:
Need to improve working relationship with ICDS and VEC. The relationship is being hindered due to lack of inter-departmental coordination.

vii) INCOME GENERATION PROJECT SUPPORT FOR POOR SHG MOTHERS BY MR HRISHIKESH CHOWDHURI - A NON-RESIDENT INDIAN
Mr. Hrishikesh Chowdhuri, a retired engineer living in the USA, is very keen to improve socio-economic status of poor village women by organizing them through SHGs. He has provided "Seed Capital" as income generation support to empower them and help them to achieve sustainable economic growth. With his support, more than 30 SHGs have created a revolving fund with which they assist their group members to conduct small businesses.

Activities of Baruipur office of BSSK
During the year we used our Baruipur office building as a student's hostel. Six poor rural college students stay here and pursue higher education. We also use the building as a city residence of our office staff as they frequently come to Kolkata for official work.

SUBHAS HALDER SMRITI PATHAGAR
The public library is also continuing its services as a source of mental refreshment to the local villages. They lend books on fiction, poetry, literature, religion, agriculture, fishery, animal husbandry etc.

EMERGENCY AMBULANCE SERVICE
Our motor-boat "Nivedita" extended its services as an emergency ambulance to the villagers in distress for carrying snake bite patients, delivery and other emergency patients to the nearest Raidighi Hospital. It was also used for carrying goods for sponsorship programme as well as carrying visitors from Raidighi to the Island. Sometimes, especially in winter season, we have allowed others to rent launch for visits to the Sundarban.

AILA RELIEF
On 25th May 2009 a severe cyclone along with heavy rain rushed in from Bay of Bengal to Sundarban. It started at 9 am and continued till 11 pm. The cyclone and heavy rain created heavy tidal waves which washed away mud embankments at the riverside and flooded much of the Sundarban area including our Maipith Island. The mud wall cottages were totally washed away and the people were homeless.
All ponds and agricultural lands were flooded with saline water, the vegetables and crops were totally destroyed and some domestic animals died. The homeless people took shelter in school buildings, flood centers etc. We conducted a community kitchen for 2000 people for Maipith Baikunthapur GP from 27th May with help of CINI-Child In Need Institute and WWF-India. The community kitchens were maintained by the local Panchayet along with "Sarbadal Committee".

Multi color dresses for 440 school going children for each Maipith Baikunthapur GP and Gurguria Bhubaneswari GP

We run the community kitchen with the help of Maipith Baikunthapur and Gurguria Bhubaneswari GP. The community kitchens were run by "Sarbadal Committee" of the two GPs. We distributed dry food, polythene, dresses, mosquito nets, medicines etc according to the list provided by the Sarbadal Committees led by two Panchayats.
There was an outbreak of diarrhea in the Aila affected areas. We provided medicines to Bhubaneswari Primary Health Centre (PHE) for treatment of diarrhea patients and other health hazards after diarrhea. We had also arranged para-wise awareness camps in the affected villages to prevent diarrhea and other health problems.

i) We plan to extend our work to other blocks of Sundarban as well as other districts of West Bengal. The activities we wish to undertake are: |
|
ii) To extend livelihood programmes to other parts of the Sundarban.
|
|
iii) To work on biodiversity conservation in the Sundarban.
|
|
iv) Initiate programmes in urban areas on child labour prevention and prevention of sexual abuse of neglected women and children.
This work could be coordinated from the BSSK office in Baruipur, South 24 Parganas.
